Tipping the Delivery Driver. What should it be?

I have been with this great company for nearly 18 years, and one topic that always brings up great discussion is tipping of the delivery staff.  Do you tip your waitress?  How about your cab driver?  Your barber or hairdresser?  What about the guy that pumps your gas?  The valet at the hotel?  I would say that 90% or more of these get tipped on a regular basis, so why not the delivery driver who brings you your food.
Unlike the previously mentioned professions, delivery staff usually use their own vehicles, in which they are responsible for the gas, the upkeep, the insurance, etc.   When I go to a restaurant without even thinking I usually tip 10-15%, so why do we always short change the pizza guy?  While we sit in our nice warm homes, during these cold snowy days, a lot of people are out in it bringing us our supper.  We should at least show them we appreciate what they are doing for us.
So how much should we be tipping the delivery staff?  Well it would be safe to say that $2-3 per delivery is a fair fee.  If the driver is exceptional and has a fantastic attitude, add another $1 or $2.  Please remember these people are trying to earn a living just like our hairdressers, etc but have added expenses.
Also please remember that a delivery charge is not a paid tip to the driver.
So tell me what you think is fair?
